City of Boulder making carve-outs for watering lawns during drought

Soon after the City of Boulder sent out notices asking people to delay watering their lawns because of the drought I noticed that the City is watering the lawns in city parks. I sent an email to the water conservation program manager (Heather Bearnes-Loza) about it, and she responded "Our city parks have been identified by our community as important communal spaces, particularly in dry times as people try to keep their non-functional turf dormant longer into the year or may need to reduce watering due to drought."

I responded that I think this is a terrible idea, because it sets an example that is sure to cause some homeowners to conclude "if they're going to water their lawns, I will too". I also pointed out that the way they were watering was wasteful (running sprinklers in the middle of the day, and overspraying out onto the sidewalk and street). It's pretty clear they don't plan to change, and will keep watering city parks.


What do other folks think about this? To me, we should all be in this together: Either everyone conserves water, or no one does.
